Bring water and raisins to a boil in large skillet. Reduce heat, simmer 10 minutes, stirring occasionally. Wash and core apples. Do not peel. Cut thin slice off top and bottom of each apple; discard. Slice apples in half crosswise to make thick rings. Add to raisin-water mixture and cook slowly 5 to 7 minutes. Turn apples and cook until soft. Do not overcook. (coking time will vary with type of apple and thickness of slice.) Serve immediately with raisins sprinkled over apple rings.
